Report into illegal waste dumping
A NUMBER of recommendations following an investigation into the illegal dumping of 2,000 tonnes of building waste at a disused Scarborough caravan park are set to be endorsed next week.
The findings of the Rosevale Caravan Park Task Group will be discussed by members of Scarborough Council’s Cabinet on Tuesday from 10am.
Last month it was revealed that members of the council’s Environment and Economy Scrutiny Committee were so impressed with the thoroughness of the group’s investigation that it would be submitted to the Centre for Public Scrutiny as a good example of council scrutiny.
In a report by Jim Dillon, the council’s chief executive, he said that if the recommendations were introduced by a number of agencies they could prevent a repeat of an incident of unauthorised tipping of the magnitude of that at Rosevale Caravan Park.
He added: “Without this stronger multi-agency approach to the verification and delivery of Site Waste Management Plans, sub-contractors may take advantage of their partners’ and the enforcement authorities’ lack of knowledge to perpetrate another unauthorised disposal such as that at Rosevale Caravan Park.”
The recommendations included:
l Bramall Construction should introduce more comprehensive waste management plans and review communication procedures
l Yorkshire Coast Homes should review Synergy Housing Solutions’ performance as project manager and take part in the review of the waste management plan
l The Environment Agency and local authorities should organise a multi-agency training session to develop an information sharing protocol
l And all parties should report back to the council’s Environment and Economy Scrutiny Committee with progress reports by September.
