One witness said the helicopter landed at the rear of Endcliff Crescent and two took people away.
Early reports suggest they may have fallen.

Air ambulance called to help two people in Scarborough
Yorkshire Air Ambulance was called to an emergency near the old Scarborough to Whitby Railway line this morning.
