Letter: We already pay for bin with our rates

With reference to the brown bin collection service in Scarborough, Why do we pay rates?

I have reluctantly paid to have my bin emptied, but I would say this to the council – a great number of people will just dump their rubbish.

Are we going back to Victorian times?
