Scarborough care home deemed '˜inadequate' by health watchdog
A Scarborough residential home remains in special measures with staff being told improvements are needed to protect the people they care for.
Harewood House has been rated as inadequate by the Care Quality Commission with changes ultimately needed for the safety and welfare of residents.
Harewood House is registered to provide accommodation for up to 29 older people, almost all of whom are living with dementia or a dementia- related condition.
Many of the people at the service have specialist needs relating to their behaviour and wellbeing.
During an inspecton in February, inspectors found that the service provided was inadequately led and was not safe, while for effectiveness, caring and responsiveness they required improvement. Overall the service has been rated as inadequate.
Debbie Westhead, deputy chief inspector of adult social care in the north, said: “People are entitled to services which provide safe, caring and high quality care. We found that the care provided at Harewood House once again fell short of what we expect services to provide.
"Many of the breaches directly affected people’s safety, these need to be addressed as a matter of urgency.”
The West Street facility was placed in special measures following an inspection in August last year when officers identified a number of breaches of regulations relating to person-centred care, safe care and treatment, governance of the service and staffing.
Ryan Worrall, manager of Harewood House since August 2016, says he is 100% sure the care home will have an improved rating at the next CQC inspection.
He said: “Improvements are being made every day and everyone is very positive about what we are trying to do.
“Staff have gone through different training and also the building has been improved. We are doing really well now and are determined to make Harewood House a safe place for its residents.”
Debbie added: “People did not always receive care that was responsive to their needs.
"Inspectors could see there were no planned activities on offer at the service and they saw very little interaction between people and staff.
"In addition staff had not received practical training to support them in their role. Supervisions had recently begun to take place but no appraisals had been completed.
"We found a lack of consistent and effective management which coupled with ineffective systems for checking quality meant issues were not identified or resolved.
"CQC are now taking enforcement action against the provider, TM & TR Ltd. This is currently subject to legal proceedings. Any regulatory decision that CQC takes is open to challenge by a registered person through a variety of appeal processes.”
