Bridlington Town Council had recommended refusal regarding the project due to ‘over saturation of houses of multiple occupancy in the area’.

A design and access statement on behalf of the applicants, the Diocese of York, said: “The principle of the development is change of use from guesthouse (Use Class C1) to House of Multiple Occupancy (HMO) (Use Class Sui Generis) for ecclesiastic community use.

“The applicants are the Diocese of York, and their vision for the building is to secure planning consent for a change to use a house for the guests to reside in ecclesiastical faith-led communion.

“The applicant’s intention for this property is for an ordained priest of the Church of England as the leader and an accountability for the good order of the household being held by the local PCC and the diocese.

“The priest will live permanently on the site and the remaining rooms will be for guests.

“The existing use as a guesthouse means that the level of accommodation already provided is appropriate for the proposed use as an HMO for ecclesiastic community use.

“Studio 4:16 is drug, smoking and vape free. It is not a dry house but we expect the alcohol consumption to be moderate, that is 1-2 drinks.

“There will be times when a house may choose not to consume alcohol for a period to make it a welcoming or safe place for those in and around our community.

“The proposed use of the property is domestic which is an appropriate use within the context of the immediate area.”
