Officers found what they suspected to be cannabis when they stopped the blue Ford vehicle yesterday.
Two people inside the vehicle were also reported for breaching coronavirus restrictions after police discovered they had travelled to Filey from Hull.
On the same day, another driver was arrested after a white Fiesta hit a crash barrier on the A64 at Malton.

That driver also tested positive for drug driving.
And officers also arrested a driver on the A64 at Ganton after there were concerns the way a van was being driven.
When the driver was tested by the roadside, the result came up positive for cannabis.
