Council approves ‘unique’ £3.2m funding for Eastfield community projects

Council bosses have approved the release of more than £3m for community projects in Eastfield as part of a renewed town investment plan.

North Yorkshire Council’s executive committee approved plans to give community groups 15 months to submit a bid for their project at a meeting on Tuesday, December 16.

Among the proposals that could benefit from the scheme are efforts to convert the former Overdale School site into a skate park and community hub.

Speaking at the meeting in Northallerton, Jim Bullock of the Phoenix Park CIC, said consultations had shown “overwhelming approval” for the park proposal.

He told councillors: “Eastfield faces significant economic and social challenges, and with a population already exceeding 7,000 and set to rise to more than 10,000, the absence of a shared community space is contributing to social division.

“The [proposed park] represents far more than a local amenity; it’s a cornerstone for civic pride and inclusion in Eastfield.”

However, councillors said steps should be taken to ensure the funding is used “equitably”.

Cllr Heather Phillips, executive member for corporate services, said: “I don’t share the view that there’s a lack of shared public spaces in Eastfield.

"I think there are some fantastic open spaces and that we should be using this funding to make the best use of all of those public spaces.”

She added: “I know there are maybe other areas where a skate park might be more appropriate, because I understand there have been some local concerns regarding proximity to housing, so I think we need to work with local members and the town council to ensure the money is distributed equitably.”

Proposed features include a skate park, pump track, community building, walking trails, natural play areas, community gardens, seating, and landscaping designed to support biodiversity and outdoor recreation.

The park aims to become a central hub for community events, health and wellbeing activities, and environmental education.

According to a council report, the project is fully costed at £2.4m.

Other proposals include the Gateway Project for signage and public realm improvements, local play area upgrades, the provision of new or improved community facilities and enhancements to The Dell green space.

Cllr Tom Seston, who represents Eastfield, said: “This is a unique opportunity for Eastfield.”

He added that “we need a clear person in charge of this scheme as a project manager” to ensure plans are progressed.

The approved funding project includes a “fallback clause” that would allow the council to reallocate funds if no plan materialises by March 2027.

Cllr Phillips added: “Inertia isn’t an option now, we need to see something delivered and we need to work together and address the inequalities across the ages for leisure and wellbeing in Eastfield.”
