New Whitby bar and restaurant The Treasury granted 8am premises licence

A former bank undergoing conversion to a restaurant and bar in the centre of Whitby, has been granted a premises licence with amended opening hours.

The Treasury, at 4, Baxtergate, has received a premises licence granting alcohol sales from 8am, after getting the green light for its conversion to a bar, restaurant and holiday lets.

The restaurant and bar is scheduled to open this spring.

Whitby businessman and lifeboat crew member Ali Hussain had applied for a premises licence allowing the sale of alcohol from 8am to 3am on Friday and Saturday.

However, residents had asked the authority to restrict opening hours to prevent “potential nuisance”.

The amended hours will allow the sale of alcohol from 8am to 10.30pm from Sunday to Thursday, and 8am to 2.30am on Friday and Saturday.

Denis and Carol Carling said: “Our house is directly opposite The Treasury, at the other side of the River Esk.

“Please consider the potential nuisance to us and our adjoining neighbours if The Treasury is allowed to play music and serve alcohol late at night.

"The sound of the noise from The Treasury will carry across the water in full to us.”

Following consultation with North Yorkshire Police and North Yorkshire Council’s Environmental Health department, the applicant agreed to reduce the proposed hours.

Live music will be permitted indoors from 10am to 11pm Sunday to Thursday, and 10am to 11.30pm on Friday & Saturday.

The playing of recorded music will also be allowed indoors from 8am to 11pm Sunday to Thursday, and 8am to 11.30pm Friday and Saturday.

NYC’s licensing sub-committee said: “Representations from all parties were considered alongside the report and cross-questioning was undertaken.

“The sub-committee considered all written and oral representations from all parties and took into account all of the details provided.”

Speaking to the Whitby Gazette, Mr Hussain said: “Converting a listed building into a commercially viable premium venue has certainly come with its fair share of challenges.

"We’re therefore delighted that the licence has been granted as requested, giving us the operational flexibility to deliver an excellent service and truly exceptional experiences for our future guests.

“Our morning offer will focus on quality coffee and teas, alongside home-baked goods, with some exciting partnerships to be announced soon.

"Opening in spring 2026, we’re thrilled to welcome locals and tourists alike to discover, enjoy, and return to everything our new venue has to offer.”

According to The Treasury’s website, its “exclusive first-floor dining area will feature a rooftop balcony overlooking the River Esk and the heart of Whitby”.

It adds: “With a focus on quality, elegance, and impeccable service, The Treasury will celebrate the best of local and seasonal produce.

“From the freshest seafood sourced locally to renowned local favourites, our menu will be crafted for those who appreciate premium dining.”
